BBC Report: Despite Tesla Crash, Authorities Urge Self-Driving Car Development

Will the fatal Tesla crash slow or even derail the development of self-driving cars? That was the topic we discussed on this week’s BBC World Service program, Click.

Despite complaints by consumer advocates that Tesla should disable its autopilot feature and not beta test “an unproven technology” on the public, Tesla is standing by its strategy. Today the BBC’s Dave Lee reported from the Gigafactory that Elon Musk has no regrets about how Tesla rolled out the autopilot.

Remarkably, federal regulators at the Department of Transport (DOT) and the National Highway Traffic Safety Administration (NHTSA) appear to be siding with Tesla and urging a “full-steam ahead” approach. They’re focused on self-driving technology’s potential to save lives.

No one incident will derail the DOT and NHTSA on its mission to improve safety on the roads by pursuing new life saving technologies. We…can’t stand idly by while we wait for the ‘perfect.’ We lost 35,200 lives on our roads last year. We’re in a bad place and we should be desperate for new tools that will help us save lives. The NHTSA is expected to release its new guidelines for self-driving (autonomous) cars any day now. I’ll post a link to them here as soon as they’re available.

BBC Click Presenter, Gareth Mitchell: Now the first death of a Tesla driver on autopilot earlier this year was bound to overshadow the recent Automated Vehicle Symposium in San Francisco last week. But those at the meeting were also looking forward, at the latest innovations in driverless cars. BBC contributor, Alison van Diggelen was there for us, and she’s been telling me a bit more about what was being discussed.

Alison van Diggelen: The 3-day symposium assembled some of the top government authorities, academics and tech experts in the field of automated vehicles. The main topics included: the promise and challenges of automated vehicles; the federal guidance about to be released; and whether the Tesla crash will derail the development of automated vehicle technology. Mark Rosekind Head of the National Highway Traffic Safety Administration (“Nitsa”) spoke about all three topics and emphasized the technology’s potential to save lives.

Mark Rosekind:  We’re not in a good place that we’re trying to make better. We lost 35,200 lives on our roads last year. We’re in a bad place and we should be desperate for new tools that will help us save lives. How many lives might we be losing if we wait? We have to do everything we can to make sure the new technology doesn’t introduce new safety risks, but we also can’t stand idly by while we wait for the “perfect.”

Reports around the country seem to be sounding the alarm: they are shocked, shocked (!) to discover there’s vehicle automation that’s already here…they’re demanding to know: where was the government to stop this?

I am not going to comment on an ongoing (Tesla) investigation…but I can say three things:

  1. We know there will be incidents that occur with highly automated vehicles and NHTSA will always be ready to use its authority to investigate and take whatever action is necessary
  2. New highly automated vehicles offer enormous opportunities for learning…When something goes wrong,…that data can be taken, analyzed and the lessons can be shared with all automated vehicles.
  3. No one incident will derail the DOT and NHTSA on its mission to improve safety on the roads by pursuing new life saving technologies.

We’re writing the Declaration of Independence, not the Constitution. It’s the first step that will lay the road map to the next generation of vehicle technology – a harmonized approach not just across states but perhaps even internationally. It’s an approach that’ll provide certainty to manufacturers, to make sure you’re focused on safety in the right ways.

We see a future where disabled people can reclaim independence and freedom in a personal vehicle. We even see a future when a fully automated car can relieve the occupants of all driving responsibilities, leave them free to read a book, make a phone call and yes, catch a few more Pokemon.

Gareth Mitchell:  There was also talk of innovation, refining the technology and one UK voice in particular. Who was this, Alison?

Alison van Diggelen:  Ian Forbes is head of the Center for Connected & Automated Cars, a joint policy unit of the UK government. I chatted to him briefly after his presentation, where he gave a flavor of the opportunities and challenges ahead. Forbes played a short video that showed a junction in a UK city. The simulation showed that connected & autonomous vehicles bunch closer together when they approach the red light. This means that when the light turns green, more cars can go through, making that junction more efficient. He says it was a result they weren’t expecting…and they expect further simulations will help predict other benefits of self-driving cars. He also talked about the importance of public perceptions and behavior. They’re starting a 3 year study…

Ian Forbes: In the UK we share a problem with everyone in this room. Like everyone here, we can see the potential benefits: fewer crashes, more efficient transport, new high value jobs. It’s also likely we face the same challenges: how do you design a regulatory framework when so much of the future technology is uncertain? How do you get maximum value for your research so that it delivers something new? One tool in our toolbox is Micro-simulation using agent based models to understand the impact of different transport scenarios to inform our future transport traffic predictions.

Gareth Mitchell: Finally Alison, the meeting was overshadowed by the tragic death of a driver in autopilot mode in a Tesla. What kind of reflections were there about how that leaves the whole driverless project?

Alison van Diggelen: I spoke with a number of conference attendees from the academic and tech worlds, including Bob Denaro, a member of United States’ Transport Research Board (TRB) and venture capitalist advisor to Motus Ventures. He reframed the the Tesla crash in its historical context, talking about the Wright brothers and one of their early passenger deaths, during a demo for the U.S. army. So I think that gives the Tesla crash an interesting historical context. He and a lot of people said, this seems a disaster short term but in the long term, it’s going to be a small bump in the road.

Bob Denaro:  If we look at early days of aviation – the Wright brothers killed (one of) the first passengers….Frankly I’ve been surprised that the public reaction has been more muted than I feared it would be…I don’t think it’s going to be that big of an impediment to our progress and the speed of our progress.

The traditional automotive approach is: let’s test exhaustively over years and then put it on the market. Sometimes we make mistakes…maybe there are fatalities, recalls…The approach that Tesla is taking is: let’s put it out there early, before it’s completely done – let’s learn quickly, and because of the software updates over the air, let’s make changes…They may be on to something there.

My advice to Elon Musk would be: yes, be careful, make sure you test it, understand the results…But this approach – as different as it is to the traditional approach – just may be a better approach to minimizing the accidents we have to have along the way before we get close to perfection.

As the seismic impact of Britains’s vote to leave the European Union rocks the political and financial world, the long term impact is still unclear. But it’s likely that the creation of a new political divide could have incessant repercussions around the world. What does it mean for globalization, and for U.S. presidential candidate, Hillary Clinton?

I was invited to take part in a live discussion on the BBC World Service last night with Simon Long, Banyan columnist for The Economist in Singapore; and Diana Furchtgott-Roth, director of Economics21 in New York.

I see Brexit as part of a larger trend: a widespread shift to nationalism and anti-globalization. It could be the beginning of the end of capitalism as we know it – the majority of Britons have voted against the status quo. Globalization is NOT working for them. In the US, it’s a big wake up call to establishment politics here. Hillary Clinton and the Democratic party need to take note.

BBC host, Fergus Nicholl led a lively discussion on the pros and cons of the Brexit vote. Here is a transcript of the globalization discussion (edited for length and clarity). Listen to the entire podcast at the BBC (Globalization focus starts at 38:38) or below:

Robert Hormats (former Under Secretary for Economic Growth for President Obama and Vice Chairman of Kissinger Associates) explained the U.S perspective:

Robert Hormats: We have a great stake in the global economic system…the global economy has a big effect on our own economy, as it does on other countries’ economies and if we give up that leadership or turn inward, it will hurt our economy…

Laura Trevelyan (BBC Correspondent, Washington D.C.): What can be done to restore economic stability?

Robert Hormats: I think it’s very important that political leaders try to help people who do not feel that they’ve benefited from globalization or from technology, to feel more included, to listen to those people. If these people feel more confident about their own lives, they’ll feel more confident about the global economy…We need to make sure the global economic system works effectively and that is now in jeopardy.

Diana Furchtgott-Roth: I’m fully in favor of globalization, but it doesn’t have to mean that Brussels can control what kind of vacuum cleaner you can buy…The EU has become too intrusive. And that’s why the majority of people voted to leave… not having to do with globalization but intrusion in everyday life…

Fergus Nicholl: Simon, take us into Asia with this issue of globalization…

Simon Long: It’s not just that people are uncomfortable with globalization, they’re uncomfortable with some of the byproducts: increased inequality, entrenched elites making decisions for them. And in that context this (Brexit) vote has resonated in some parts of Asia as a revolt against doing what you’re told is best for you. It’s a phenomenon one’s seen in elections in Indonesia in 2014…in the Philippines with the election of Rodrigo Duterte on an explicitly anti-elite, anti-establishment platform.  It’s part of an anti-globalization trend…a general revolt by the people who feel excluded from the elites.

Fergus Nicholl: Alison, you’ve got friends and family back home in Scotland. I wonder how they’ve been reacting over the last few days…

Alison van Diggelen: It looks to me like another referendum on Scottish independence is almost inevitable. I’ve heard anecdotally that some Scots who voted “No” to independence in 2014 are now inclined to vote “Yes” – they don’t want to be part of what they see as an isolationist, xenophobic “little England” mentality.

Fergus Nicholl: Simon, that’s a very bleak message: a sense of fundamental danger to the global financial system?

Simon Long: I think it’s justified. What we have seen is a big step back to the international order of the past 40-50 years. It does reflect a sense of resentment, not just in the UK, against the EU, but felt around the world, against the current economic system. If one looks at pioneering trade agreements, for example, The Trans-Pacific Partnership, it’s hard to find any country where that’s a popular idea: people think it’s either nothing to do with them or is against their interest.  The popular mood has disassociated itself from what governments are doing in globalization.

Making the world a better place.” This popular mantra of Silicon Valley entrepreneurs is regularly ridiculed by HBO’s popular series, Silicon Valley. For sure, the valley is full of hyperbole and idealistic exuberance, and to many outsiders that may seem completely irrational, insane even, but perhaps it’s a necessary mindset for this innovative region? Are there some entrepreneurs who genuinely want to make the world a better place, not for PR reasons, or to boost their social media following; but just for the sake of it? I attended the 19th annual SVForum Visionary Awards to explore the question.

Click Radio host, Gareth Mitchell: This is Click from the BBC in London. We talk about technology every week and Silicon Valley is often on the agenda. It’s the kind of place where if you’re a company CEO, and you clock up, say a billion users, most people would say, ‘well that’s incredible,’ but in Silicon Valley, people are likely to say, ‘Oh really?’ It’s almost like a billion seems like a small number, such is the ambition about that place. But Silicon Valley likes to tell us it does have a beating heart through its Visionary Awards and this is where the valley recognizes CEOs and developers who really do want to make the world a better place. From the awards, we have this report from Alison van Diggelen.

Alison van Diggelen: Talk of revolution was in the air in Silicon Valley last week at SVForum’s Visionary Awards. With past recipients like Bill Gates, Elon Musk, and Esther Dyson, these awards have earned a reputation as the Oscars of Silicon ValleySam Liccardo, the mayor of San Jose, welcomed guests…

Liccardo: In Silicon Valley we do a great job of innovating; we do a terrible job of celebrating. And it’s important that we stop every once in a while and recognize those who’ve been leading the way and perhaps allow them to inspire us.

van Diggelen: Jennifer Palka is one of this year’s visionary award winners and wants to inspire a revolution by transforming the relationship of the American people with their government. She’s founder of Code for America, a nonprofit that leverages the innovative power of SV technology to help make government work more efficiently, cheaply and openly.

Jen Pahkla, Code for America, interview by Alison van DiggelenPahlka: We’ve been trying to make the guts of government… as sexy as making Facebook. People are buying it… by coming into government, they can change the world.

van Diggelen: Remarkably, Code for America has managed to attract many top techies from companies like Apple, Adobe and Google who apply the SV playbook to government.

Pahlka:  We believe that government can work better “for the people and by the people” in the 21st Century…the thing we are doing is bringing the practices of SV – user centered, iterative and data-driven approaches to solving problems – into government…by asking people to come and do a year of service.

van Diggelen: Code for America “fellows” make open source apps to address local issues. These are being scaled from local to national level. It’s now easier to apply for food stamps, connect with city hall via text, and get access to public records online. In San Jose, it helped inspire a (waste no food) app that helps hotels and restaurants redirect excess food to feed SV’s homeless. Pahlka’s innovative model has even been adopted by governments around the world. There’s a Code for Japan, Germany, South Africa, and Pakistan. But what really animates Pahlka is how it’s helping redefine SV’s role in the world.

Pahlka:  Silicon Valley gets bad rap – we’ve transformed the world, but increased the inequality in our country.

Silicon Valley isn’t just about wealth creation; it’s about bringing people into our institutions in a profoundly valuable way that connects to the history of our country.

van Diggelen: The history of the United States and the need for an open Internet was also top of visionary award winner Tom Wheeler’s mind. A former tech entrepreneur and VC, Wheeler is now Chairman of the Federal Communications Commission, the FCC, which regulates US phone and cable companies; and fights for net neutrality on behalf of consumers and innovators. Wheeler describes broadband as a major driver of economic growth and likens it to coal during the industrial revolution.

Tom Wheeler talks net neutrality at SV Visionary Awards, photo by Alison van DiggelenWheeler: Broadband, high speed Internet is the essential “commodity” of the 21st Century… You can’t be in a situation where you’ve got gatekeepers deciding which innovators get on…

van Diggelen: The European Union is in the process of following a similar model.

But like many tech innovators, Wheeler has a long list of ambitions, including the fight for consumer privacy.

Wheeler: A network gets to see every place you go on the Internet, everything you do. In the phone world, they couldn’t sell that information without your permission. That doesn’t exist today for networks in the high speed Internet, so we’re proposing that it should. The consumer has right to say whether that information can be productized and sold by their network provider.

van Diggelen: As the celebrations come to a close, I asked serial entrepreneur, Kevin Surace to reflect on the evening.

Surace: We’re living in a time when the innovations are coming faster than we’ve ever seen – in the history of ever – we’re now seeing inventions as powerful as the fire or the wheel every month…the pace of innovation is unbelievable.

van Diggelen: A fitting end to an exuberant Silicon Valley evening, where everyone was pumped by the same revolutionary fervor: to make the world a better place.

Gareth Mitchell: Not that I want to bring the party down, but do they really want to make the world a better place? They might be nice people, but they’re running businesses, they’re pretty hard hearted entrepreneurs at the end of the day, aren’t they?

LJ Rich: There’s something called corporate social responsibility…it’s nice in a way that some companies would like to give back to the community, but it can’t hurt their social reputation, to be seen to be good, especially when you look at how a company’s social behavior is analyzed online and people will suffer if they’re behaving badly or in a way people aren’t impressed by. So yes, I think it’s very nice and altruistic, but there are always pluses to behaving in a responsible manner and some of these will definitely be impacting the bottom line.

BBC Pick of the Week: Interview with Bertrand Piccard, Solar Impulse

This week, I was delighted to discover that my interview with Solar Impulse pilot and clean technology enthusiast, Bertrand Piccard was featured on BBC Radio 4’s program, “Pick of the Week.” The program is described as “a selection of highlights from the past week on BBC radio” and it certainly makes compelling listening. BBC Presenter: Now on Radio 4, with the best of the BBC Radio this week, here’s Caz Graham…

Caz Graham:Small is beautiful” challenged the idea of economies based on mass production. According to Schumacher, big isn’t always better….Leo Johnson tried to find out what Schumacher stands for and whether his ideas might be about to take off. He enlisted the help of Satish Kumar, founder of the Schumacher College.

Satish Kumar: We have been given these beautiful hands…they are like a miracle. What can we do with these hands? The word ‘poet’ means ‘to make’….’poiesis.’ In Schumacher’s view, we are all poets. If we make something with creativity and imagination, a garden can be poetry, dinner can be a work of poetry…Work is a source of pleasure and joy. Our philosophy of consumerism, of materialism, of disconnection, that humans are separate from nature…is the biggest problem…Financial wealth is only a means to an end. Real wealth is community, people, their skills, their talent, their imagination, their creativity…Real wealth is nature.

Caz Graham, BBC Presenter for Radio 4's Pick of the WeekCaz Graham:  It all sounds marvelous in theory, but what about in practice? You need people to channel that imagination and creativity to deliver and develop the kind of world that Shumacher was aspiring to. Maybe people like Bertrand Piccard and Andre Borschberg? They have a unique plane. It’s called the Solar Impulse. It has a wing span of 230 feet and it’s powered entirely by solar panels attached to those wings. They want to prove that this kind of clean technology really can work and could help solve our energy problems, so they’re currently flying it right around the world.

Alison van Diggelen caught up with them for the World Service’s Business Matters, during a recent stop over in Silicon Valley. This is Bertrand Piccard

Bertrand Piccard: You know, I never have enough of flying that plane or seeing it flying…when you see those four electrical motors that put the plane in the sky with no noise, no pollution, it’s like a jump into the future. Thanks to new technologies, the future is already today.

Alison van Diggelen: What for you is the biggest game changer?

Bertrand Piccard: The world cannot continue on combustion engines, badly insulated houses, incandescent light bulbs, outdated systems to distribute the energy…this is last century. It’s not only about protecting the environment, it’s a lot about making money, new industrial markets, economic development, profit, job creation. These clean technologies can be used for electrical mobility, LED lights, smartgrids. …. Maybe Solar Impulse is a way to try to overcome the resistance of the dinosaurs who have not yet understood where the future is.

Alison van Diggelen: You’re an entrepreneur, as is Andre (Borschberg). What do you say to these naysayers?

Bertrand Piccard: I tell them: be really careful because innovation does not come from inside the system. It’s not the people selling the candles who invented the lightbulb. What you’re doing now will be replaced. If you want to innovate be a pioneer…change your way of thinking. Dinosaurs disappeared, they were the strongest one, but the less flexible one to adaptation.

BBC Dialogues: African Immigrants in Silicon Valley

Immigration – it’s a hot button issue in this year’s U.S. presidential race. I was delighted when my senior editor at the BBC gave me this fascinating assignment: find some African immigrants in Silicon Valley, explore the cultural chasm they’ve crossed and how they keep close ties – both economic and emotional – to their homelands. What do friends back home think of life here in the United States? Cameroonian, Marie-Ange Eyoum described it thus:

“They look at the U.S. as heaven, they believe they’ll have more opportunity, be much more successful…” Marie-Ange Eyoum

 

But of course, it’s not all fun and games. Gabriel Tor (who was one of the Lost Boys of Sudan) works two jobs to help support eleven family members back home. He reckons he’ll have to work through retirement to pay off his $20,000 college loan.

This week, I joined the BBC’s Roger Hearing on the World Service’s Business Matters program. Here’s a transcript of our dialogue and my report (edited for length and clarity):

Roger Hearing: Now Alison, where you are in Silicon Valley…we’ve been asking you to take a look at something quite specific – to do with the ways people from the developing world, specifically Africa, manage to find their way to work there. Now, just introduce your report for us, if you would.

Alison van Diggelen: Immigration is a very topical issue this election year in America. I focused on three Africans who’ve come here in the last 10-20 years – one from South Sudan, one from Cameroon and one from Nigeria. I wanted to explore:

How are they contributing to Silicon Valley?

How do they give back to their families in Africa?

And how do those friends and family view their lives over here?

Africans may not be plentiful in Silicon Valley but some are making profound impacts back in their homeland. Meet Gabriel Tor. He’s one of several dozen Lost Boys of Sudan who arrived here as a refugees in the early 2000’s.

Gabriel Tor: How we live as South Sudanese…we have seen it all: how to live with something or how to live with nothing…

Tor works as a security guard and taxi driver. He has over 20,000 dollars in student debt, after completing a bachelor’s degree at San Jose State. Yet he still manages to send home about $3,000 each year to support his mother and 10 family members, exiled in Kenya (from the conflict in South Sudan.)

I ask him how long it will take to pay off his loan?

Gabriel: I think it’s going to take me up to the retirement age…I don’t have the courage to calculate the years…(laughter). I know it’s going to be a long time…it’s going to take decades to pay it off.

So what keeps him going? His brow furrows as he describes his first visit back to see his family – yet another generation forced to escape the violence that’s returned to South Sudan.

Gabriel: When I first visited, almost everybody was starving. It broke my heart.

Alison: Did you explain your tears to them?

Gabriel: To them, I had to hold my tears (back)… On the bus with other strangers, I broke into tears. It’s a situation that’s been made poorer by civil war.

Marie-Ange Eyoum also feels that tug to her homeland, in Cameroon.

Marie-Ange: I can be driving somewhere and I see the waste…how much food is being wasted, and my heart just goes back home.

Eyoum is ecstatic that she “won the lottery” – the diversity visa lottery that is – while completing her PhD in engineering (at Berkeley). Eyoum now works as a product manager for a tech company.

She goes back to Cameroon regularly to give leadership talks at universities and visit her high school, where she picks “the smartest ones” she says “mostly girls” to fund their education. So what do her friends in Cameroon think of SV?

Marie-Ange: The young people: They look at the US as heaven, they believe they’ll have more opportunity, be much more successful than in Cameroon.

Eyoum once tried to create a Leadership training startup in Cameroon but it floundered.

Marie-Ange:  In Cameroon, yes doesn’t usually mean yes. No doesn’t mean no…So you kind of have to read under the line what is really happening…

Would she ever return to Cameroon? For now she feels she can make a greater difference being in Silicon Valley.

Marie-Ange: Definitely you need to be on the ground to do biz in Africa. It’s difficult being in SV. We are two oceans away, 9 hours time difference, two time zones.

I dearly love Cameroon and I would love to put in place something that would make a difference for future generations…

Nigerian, Stephen Ozoigbo knows all about being on the ground in Africa. He went back nine times last year. In 2013 he founded an African tech foundation where he’s helping bring the Silicon Valley entrepreneurial spirit, wisdom –and funding – to Africa. We met in a busy Silicon Valley café…

Ozoigbo: Africa has the youngest people on the planet…there are so many unemployed …you throw in all of the necessary elements to an active, aspirational population and what you’ll find is a big spark, a big explosion actually…of young entrepreneurs.

Like many Africans in Silicon Valley, Ozoigbo is patient person. He knows real change takes time.

Ozoigbo: It’s a marathon, not a sprint. Silicon Valley was not built in a day… Silicon Valley had to be welcoming to this new immigrant population…

On Forgiveness

On Feeling Welcome in Silicon Valley

“100% yes. I’ve never felt out of place…In Virginia…every time I speak, people would say – where are you from? I get that question in Silicon Valley but it’s an honest question (not a loaded one) – to really understand where you are from, to appreciate the culture…In Silicon Valley people say: I LOVE your accent, where are you from? On Africa’s Future

“Africa’s future will be reinvented on the backbone of young tech savvy entrepreneurs. The Internet has flattened a lot of things. Information is democratized. ..that will shorten the marathon race. Africa has Gatorade now, we have better running shoes and we understand our aerodynamics and can do so much better on this race and not just stick to the legacy of race running,” Stephen Ozoigbo, founder of African Technology Foundation.
