There’s nothing that Silicon Valley likes better than a big problem to solve. But with California’s historic drought and mandatory water restrictions in place, can Silicon Valley tech alone rescue the Golden State from going dusty brown?
The BBC invited me to share another Letter from Silicon Valley about Tech in the Time of Drought. Smart water meters, drone surveillance and soil monitoring etc. can help save water, but Californians are also leveraging tech to shame their neighbors – and celebrities – into saving water. Not surprisingly, #droughtshaming is trending on Twitter. This week, actor Tom Selleck has been sued for stealing water from a public fire hydrant in LA.

Saragosa: One of California’s biggest problems at the moment is drought. So can Silicon Valley’s technology sector rescue the state from going dusty brown? Alison van Diggelen is there, and sent this report:

In January, Bill Gates famously took a sip of water that minutes before was raw human sewage. As the cameras clicked in Washington State, he drank and smiled like the Cheshire cat. Eeewwww, you’re probably saying, but let’s dive a little deeper into what this innovation means.
Gates’s smile speaks volumes about “tech in the time of extreme drought.” Not only did Gates give the ultimate endorsement for a waste treatment startup he’s backing, it demonstrates an important Silicon Valley mantra: for every problem we face, there’s a tech solution. The bigger the problem, the bigger the opportunity.
And right now, California is in its 4th year of serious drought. Experts are calling our water crisis “the new norm.” And it’s part of a global problem. This year, for the first time, the World Economic Forum ranked water crises the number one danger in its Global Risk Report, above nuclear threats and global pandemics.
Silicon Valley startups are scrambling to find solutions: from Watersmart, a software management system that encourages water conservation; to mOasis, a soil additive that maximizes crop harvests with minimal water. Plans for massive desalination plants are also moving ahead.
Since farmers use 80% of California’s water, tech solutions that impact agriculture are especially valuable.
But tech solutions can’t do it alone.
I recently visited the high desert state of New Mexico. As we flew over endless miles of parched land, I wondered, is this the future of California? I toured the Earthship headquarters where they are building radical eco homes, completely off the grid. With 8 inches of rain a year, residents are fanatical about water conservation, and they reuse every drop of water four or five times. Earthship roofs are designed for optimum rain and snow catchment and feed directly into massive holding tanks. They wouldn’t dream of having a bath, never mind using potablewater to flush the loo.
It was a vivid reminder that this crisis requires both low and high tech solutions; and we also need to adjust our mindsets.
A study by UCLA found that wealthier neighborhoods in LA use three times more water than others. A utilities manager in Newport Beach reported that some people – believe it or not – still don’t know that we’re in a drought.
Those with a cavalier attitude to water use in California will be forced to change. Soon, water districts can be fined up to $10,000 a day if they don’t reduce water use by 25%, on average. Residents here are bracing for a surge in water prices and potential fines. Installing greywater systems and replacing lawns with drought tolerant plants are becoming de rigueur.
As is drought shaming. Californians are using social media to shame their neighbors and target celebrities about wasting water. There’s even a drought shaming app that geo-tags photos so authorities can take action.
Ultimately, Silicon Valley’s tech solutions will help address this water crisis, but California will have to take action on all fronts. By adopting, and experimenting with a firehose of ideas from innovative minds* Silicon Valley could offer lessons for the whole world, as the impacts of climate change and water shortages grow.

High speed rail in California was virtually dead, but California Governor, Jerry Brown brought it back from the brink. How did he do it?
I joined BBC Business Matters recently to discuss how Brown gained support for this controversial multibillion dollar project. Despite lawsuits, funding shortages and vocal opposition, the California High Speed Rail Authority began construction in January this year. Here’s a transcript of our conversation (@32:20).
BBC Host, Dominic Laurie: Why aren’t Americans so convinced about high speed rail?
Alison van Diggelen: I think they love their motor cars, or their electric cars now. But (CA Governor) Jerry Brown is a huge advocate for train travel and they are moving ahead. They have already broken ground on the high speed train between San Francisco and LA. That is moving ahead, despite a lot of opposition.
Laurie: So that’s going to happen finally? It’s been talked about for years hasn’t it?
van Diggelen: It still faces a lot of opposition, but they have broken ground and they’re doing it in sections.
Laurie: Why the change? Why have they started to believe in that?
van Diggelen: Jerry Brown has really pushed it. He’s put his strong political backing behind it. I said one time when I interviewed him, “How can we afford it?” (California was seriously in debt at the time)
And he said, “How could the French build the Cathedral of Chartres?” (In other words) we have to invest in the long term. He’s a very eloquent, powerful speaker and he’s managed to get support for this.

Despite fierce opposition and vast funding shortfalls, Jerry Brown continues to fight hard for HSR. He’s focused on the enormous environmental benefits of the finished product: 10 million fewer miles of vehicle travel every day in California by 2040; at least 80 fewer flights a day; and a big reduction in greenhouse emissions. He also hopes to use some of the $1Billion the state has secured in greenhouse gas fees. Of course, he’s also thinking of his legacy, and he just loves using big words to ridicule his anti-HSR foes. Words like “pusillanimous.”
During their speeches, Brown and other dignitaries took swipes at rail foes while touting the project’s benefits. “Everything big runs into opposition,” Brown said, citing the California Water Project, the Golden Gate Bridge and BART (Bay Area Rapid Transit). “People do get pusillanimous. That’s the adjective I’m going to affix to all the critics. … It means weak of spirit.”
“You’ll always have critics (say), ‘Why spend the money?’ ” he added later. “My inclination is not to spend anything. But on the other hand, I like trains. I like clean air. I like to protect as much of the land as we possibly can. And I like to enjoy the comfort of trains.”
Brown said the estimated $68 billion cost for the complete 520-mile Phase 1 bullet-train system between Los Angeles and San Francisco is relatively small compared to California’s economic power. “California generates over $2 trillion a year. … All this is is $68 billion of that” for a system with a 100-year lifetime, he said. “It’s not that expensive. We can afford it. In fact, we cannot afford to not do it as we look at building a future that really works.”
One final thought: Wouldn’t you love to hear a conversation between Brown and another train advocate with a penchant for sesquipedalian words, London’s Boris Johnson?
And he’s got an historic precedent to back his case – from Medieval France no less.
“It’s a very powerful idea that could become something of great importance to California,” he said. “New ideas are never received as well as old ideas, but I think California is the one place where high speed rail can get its start for the United States.”
But with California’s budget in the red and more spending cuts on the table, can California afford to spend a penny on high speed rail?
The 74 year-old governor took a page from history and replied with a question: “How did the peasants of medieval France afford to build the cathedral of Chartres?”
He then enlightened Fresh Dialogues with this answer, “They did it slowly… they did it with community investment and a great belief in the future.”
This echoes Brown’s 2012 State of the State Speech in which he said, “”Those who believe that California is in decline will naturally shrink back from such a strenuous undertaking…I understand that feeling, but I don’t share it because I know this state and the spirit of the people who choose to live here.”
Governor Brown is thinking very long term. In fact, the high gothic Chartres Cathedral, famous for its flying buttresses, took almost 60 years to build.
But it’s an unfortunate analogy. In the 13th Century, the cathedral’s “free trade zone” was also the cause of bloody riots between bishops and civic authorities over tax revenues. An ominous sign indeed for the Governor of California. Plus ca change…

Given Jerry Brown’s recent announcement that $120 M from a settlement with NRG Energy Inc. would be used to fund the provision of 200 public fast-charging stations for EVs in the Golden State (including some 5000 Nissan Leafs he confirmed have been sold to date), Fresh Dialogues also asked the governor if he drives an electric car. “Not yet,” he replied.
In earlier comments today, he referenced the new Tesla Model S, which will roll off production lines at Tesla’s Fremont Factory this summer. So is he considering a Tesla? He demurred. “I’m looking, looking, looking at it.”

It only took six days to change the (clean tech) world.
On January 20th, while the world stopped to watch, President Obama gave a stoic but very powerful Inauguration Address. Instead of the soaring oratory we’ve grown accustomed to, he was somber in his words and delivery, reflecting the gravity of our economic crisis.
From my perspective, the speech has brought nothing but optimism and goodwill from friends and colleagues in Silicon Valley and around the world. I was especially cheered by his promise to restore science to its rightful place in government policy making.
Here are some excerpts of President Obama’s Inauguration Address that underline his commitment to fighting climate change and boosting clean tech:
“…each day brings further evidence that the ways we use energy strengthen our adversaries and threaten our planet.”
“We will harness the sun and the winds and the soil to fuel our cars and run our factories.”
“With old friends and former foes, we will work tirelessly to lessen the nuclear threat, and roll back the specter of a warming planet.”
On January 26th, President Obama announced his new energy policy at a White House press conference. His words will no doubt bring sighs of relief and even some champagne sloshing to those in the clean tech world, especially electric vehicle manufacturers.
“No single issue is as fundamental to our future as energy. America’s dependence on oil is one of the most serious threats our nation has faced…it funds both sides of our struggle against terrorism and puts the American people at the mercy of shifting gas prices; stifles innovation and sets back our ability to compete.”
He’s also started to follow through this weekon his campaign pledge to allow California and 13 other states to set strict car emissions and fuel efficiency standards. The California Air Resources Board estimates these new standards will cut greenhouse gas emissions from cars 18% by 2020, and 27% by 2030.
This fine president not only talks the green talk, he walks the green walk. Bravo.
